BDA Approved & Unauthorized Layouts in Bengaluru – Important Checks Before Buying a Plot
Buying a plot in Bengaluru is a major investment. If a property is marketed as a BDA Site, BDA Land or BDA Approved Layout, buyers must verify the approval and property records before paying an advance or signing an agreement.
Bengaluru has multiple planning and layout-approval authorities, depending on the property's location and jurisdiction. However, if the property is represented as a BDA property or BDA-approved layout/site, the relevant BDA approval and records must be verified with BDA.
The BDA 2025 Approved Private Layouts list contains details such as layout name, village, hobli, survey number, extent, approval date and use type.
Before purchasing, check:
✅ BDA Layout Approval
Confirm that the layout is actually approved by BDA.
✅ Survey Number
Match the property's survey number with the BDA approval records.
✅ Approved Layout Plan
Verify that the individual site appears in the approved plan.
✅ Site Number & Dimensions
Match the sale documents, approved plan and actual site.
✅ Roads, Parks & Open Spaces
Ensure the site is not part of a road, park, civic amenity area or other reserved area.
✅ BDA A-Khata / e-Khata
For BDA properties, BDA does not issue B-Khata. BDA issues A-Khata / e-Khata, where applicable.
✅ Title & Encumbrance
BDA approval or e-Khata does not replace title verification. Check ownership, encumbrances, litigation, acquisition issues and other applicable records.
✅ Physical Inspection
Visit the property and compare the actual location with the approved documents.
Having BDA A-Khata / e-Khata is an important property record, but buyers should still verify:
BDA Approval → Survey Number → Approved Plan → Site Number → Dimensions → A-Khata/e-Khata → Title → Encumbrance → Physical Site
BDA approval and Khata are not the same thing.
A buyer should not purchase a property solely because the seller says:
“BDA Approved”
“BDA Site”
“A-Khata”
Always verify the underlying records.
An unauthorized layout may have been formed without the required approval of the competent planning authority or may not conform to the sanctioned plan.
However, not being a BDA-approved layout does not automatically mean that a property is unauthorized, because Bengaluru has multiple competent planning authorities.
